Limiting Upload Bandwidth in XP?

My ADSL connection is really choked when uploading at maximum bandwidth (~40kps). When I use bittorrent, I use a client that will let me set a maximum upload speed to keep my download bandwidth from being constantly stalled. (I use ABC and set it to 35kps.)

Example: I can upload at 35kps and download at 280kps with my connection without interruption for hours on end. If I allow my upload bandwidth to be "unlimited", the upload bandwidth maxes out around 40kps but my downloads stall spastically, jumping from 0kps to 180kps. Over time my download will average 80-90kps which is basically 1/3 of my actual maximum speed. If I try to surf the net while uploading at maximum bandwidth, webpages take minutes to load instead of seconds; it's pretty painful.

So what's the problem you ask? Why not just use ABC's upload bandwith limiter and be happy?

Well a little game which may soon be released has been experimenting with using a Bittorrent patching system. While downloading game patches you are sharing them with other people, just like a normal torrent. The only problem is that there is no maximum upload bandwith set by the Downloader executable and you can't use 3rd party application instead. This lack of a maximun upload setting causes the 80kps download bottleneck I described above. Basically the game patches take 3 times as long to download as they should.

Is there a away at the OS/Network level to set a maximum upload bandwidth? Third party utility?
