Limiting Sharing Bandwidth in XP

Is there anyway to limit the speed at which someone can get files off my computer? I'm on a campus lan and think we should all share and everything but last night i couldn't play MOHAA because my cpu was getting owned by ppl leeching off of me. I have a program called netwatcher or something like that, that can limit the # of users connected to me, but that doesn't solve my problem. i want to have a 2 user max that are entitled to like 250 kb/sec or something like that. Dunno if its possible thru some option in XP or not. THanks!
