Limiting Bandwidth w/Windows XP

I am currently networking 2 computers, they both have WIN XP professional. They are being networked through a Linksys BEFSR41 router and share a cable modem connection. My question is "Is there any way to limit bandwidth either thru software or options in the Windows XP operating system?."
