Limiting bandwidth to applications?

Is there a way to limit bandwidth to certain Windows applications (for example a file-sharing program)? Specifically the upstream since I am on DSL and its very limited. There isn't an option like this within the program. I figure it should be possible since firewall software can allow/disallow internet access to certain apps, and so this is like taking it a step further.
 
Thanks Bill! That is exactly right. Free download too. All the others that I've come across are meant for large-scale use, not a home user.
