Limiting bandwidth through Cisco Catalyst Switch

Does anyone know if there is a feature in Cisco Catalyst Switch to limit bandwidth transfer ? So for instance, instead of letting users connect at full 100mbps speed, I only want to let user connect at 1 mbps speed ?

I have Catalyst 1900, 2900 & 5000 to test with.

If there are ways to do this, what command must I issue ? What minumum Cisco IOS or CatOS is needed for this operation ?
