limiting bandwidth on certain computers?

Using Road Runner cable and have two other roommates, I want to limit the bandwidth on one of them because he is always downloading and hogging the connection till it is almost non responsive. I need a way to limit his bandwidth, I'm using a 4 port linksys router to share the connection. Any ideas on how I can do this?
