Limiting adsl connection speed for the Internet

I'm gettin ADSL soon hopefully, but am thinkin about giving my brothers computer access to the Internet (save me from lettin him use my PC). But I was only lookin to let him use the connection at 56k speeds (he only wants to look at webpages, plus I'm a gamer, don't want him to be causing me to spike everywhere if he feels the need to download something).

It will only be a 512kbps connection, and I'm not getting a really expensive router than can do this type of bandwidth shaping (only a student so no money).

How would this be achieved? Without major loss to ping or download rates? Is it possible to tweak part of the registry on his computer to it only limits him to 56k dialup speeds (both down and up stream)?

I know I know, it does look as though I'm a tight arse, but all he really wants is to look at webpages, and maybe the ocassional download of a soccer clip or two. If there is anything big he's lookin to download I'd let him use away. Basically don't want it do strain the bandwidth for whenever I go to use it, I'd just let him work away in the background unnoticed, instead of havin a download and ping rate worse than I already have hehe.

Thanks for the link, not sure how the netlimiter will affect ping, but may test it out see... or just use the RWIN settings.

There is a software base program that will let you limit. The connection speed on your brothers computer. The program is called NetLimiter below is the web address to the site. It's not a free program but it does have a trial version there.
