Limited overclock via multiplier. Motherboard limited??

I just upgraded from a Duron to a T-Bird, yes I know, I really should get more up to date. I was able to succesfully change the multiplier on my Duron no problem. But now I can only change it a little. The T-Bird is a 1100MHz and it's unlocked, but it won't go past 1150MHz with multiplier change. For example, multiplier at 11.5 = 1150, multiplier at 12 = 1150, etc. I have a FIC AZ11E, which is a KT133 chipset, in other words no 133 FSB on this guy. So is the motherboard causing this "problem"?
