limited account on laptop and can't install?

uhmy dad's laptop from work has only a limited account (no admin account). How do i set up an admin account without reinstalling windows? I tried booting into safe mode but it doesnt work

if it's a work laptop, you better not mess with the way it's set up, or you will cost your dad his job or worse. the IT person at his company set it up that way, do not f*** with it, kid.
