Limit simultaneous sessions on Windows

We have a Windows Server with several licenses so people can open multiple sessions from multiple users at the same time. I want to limit it to test some software out.

How can I setup in Windows to only allow for example 3 different users with 3 different sessions at the same time? When the forth one connects, something like "Max limit of users reached" and it should kick that person out of remote connecting to Windows.
