Limit bandwith to Windows Server 2003 FTP?

We have a hosted machine running a website and an ftp. Exceeding 256kB/s results in a hefty fine, and we're trying to limit the bandwidth to prevent this.

I tried Netlimiter and DU Super Controller, but neither saw the FTP service and could limit it.

Apparently with IIS 5.0 you could limit bandwidth to ftp sites and web sites, but with IIS 6.0 you can only limit web sites as far as I can see.

Any ideas?

I would like to know as well. I don't remember seeing IIS 5.0 having this feature, but it has been a few years, so I could be wrong. I have tried a few other bandwidth limiting software, and got the same results as you.

Is it attached to a managed switch? If so, crank down the connection coming off the switch, unless there is more than just an ftp server running on this thing. Naturally, a Layer 7 switch would be nice to have as well.

is there any way besides buying an expensive switch? preferrably software based?

Two different ways of doing it would be a different router that setup QoS pipes; or getting an FTP server that supports limiting it.
