IMO there's no context where that comment is appropriate.
Hey look, another person who only sees what they want to see. Yes, there is context that allows for such a statement. If you actually look at what was being discussed (NAFTA) you'd understand what was being said by this. Of course some of you will never admit what he said was true nor will you admit that in the context of it being said is that he equally stated the same about uneducated no-skill workers iin the US. Remember, this was about NAFTA and people whining about jobs going away. He basically stated that if jobs do go away due to nafta it will be the no-skill jobs that anyone with two functioning brain cells could do.
