This is a problem I have in every game.

If you look closely, you see that there's somekind of problem with the shadowing. It seems to just "cut off" where it's supposed to spill over. It's pretty much there in about every map.
I know that the appearance was smooth before, guaranteed with atleast most of the pictures I'm showing. I also use the same configs as I have been for years. I seem to have the problem in every single game. The majority of brushes seem to have its own lighting projected on it without spill. Another example is in GTA San Andreas, when the headlights of a car shine on a wall, they simply don't project on the wall at all but "disappear" beneath the wall horizontally as if somekind of piece of paper is being slipped under it.
Playing Deer Hunter 2005, a game with a huge amount of terrain surfaces, now just looks ugly because it's so obvious where the polygons of the terrain are. The shadow-cutting and differences in lighting just gives it away.
Today I have tried forcing a reinstall of DirectX9.0c with a hacked dll (this, so that the setup will actually overwrite the original DX files instead of happily saying "Setup has finished" while knowing it didnt do anything). Unfortunately, no improvement, so it probably isn't DX either.
I've uploaded a few more pics as a reference to my problem.

Shadow of plant gets cut off, the difference in color between the surfaces is bigger than normal. And the border-line between the surfaces actually flickers when you move around.

I'm quite desperate in getting this fixed. It affects -everything-. The last option is (again) a reformat of C:\ but I already did this last week.
I did some research and found some information about "Smoothing groups", which when enabled is supposed to treat certain surfaces as if it were one when emitting lighting on them. Perhaps somehow the "smoothing groups" GFX-extension on my videocard somehow got disabled for no reason?
Any tips would be great, thanks
