Title says it all. IDK crap about electrical. Light bulb will turn off and on every second. When the switch is on, I have no problems with the light. What could cause this and should I be worried. Been going on for about 2 wks. I had actually forgotten about it till this morning when my wife mentioned it.

I have no idea what kind of light or bulb it is other than the bulb is not led. It looks like a regular bulb, so not flourescent either.

Edit: It's also not controlled by an illuminated wall switch. Just a regular flip switch.

Your ground wire is loosely touching an alternate ground point, causing current to flow intermittently. You don't notice when the light is switched on because you've provided a steady, low-resistance path to ground - down the black wire to the switch's negative terminal. Disconnecting the current's surest route to ground (switching off) leaves only the most tenuous ground connection (accidental ground) - so flicker ensues.
Check both fixtures first for loose components/connections. Also run a continuity check on the wire.

If I have to open up the switch to check the ground, how bad of a potential shock would it be? I have no idea where to shut the power off on my panel for this line.

turn the light on and try each breaker at the panel to find which one shuts off the light. Have a friend help you to make it faster.

Neither the title nor the OP "says it all." My very first thought when reading the topic title was: "I wonder what kind of light it is?"

Probably a flaky switch or a lose connection. I would be nothing short of astounded if the problem had anything to do with the ground wire. The reason for that is that it's not a conductor. The only time the ground should be carrying voltage is if there is a fault in the system. The light will work just fine without a ground wire.

the only way anyone is going to know anything is if he shuts the power off and then takes apart the switch box and the ceiling fixture(s) for inspection.
