This isn't very far off what I think, though I'd revoke the license after the 2nd. If someone is still drinking and driving w/o a license, fuck them.Good.
IMO, it shouldn't take 9 DUI's to get sent to prison. Your 2nd one should earn you at least 1 year in lock-up...and by the 3rd or 4th, you've proven that you refuse to stop...so you should be locked up for life. It's similar to "habitual offender" laws in many states.
(and yes, DUI is as serious of a crime as assault, robbery, etc...and if you kill someone while DUI, it's as serious as murder.)

I've never accepted the whole, "Alcoholism and drug addiction is a disease" line of bullshit.
Can people have "addictive personalities?" Yes...I have that problem myself...I'm either "in or out" when it comes to hobbies and such, but it's NOT a disease...it's a personality flaw/trait.

some alcoholics do have genetic predisposition to alcoholism.
Sending him to prison will certainly cure him from that "disease".
