Liebert PS1000MT....need some help with my UPS

I picked one of these APCs up at an auction for $15 (guy didn't know how much it was really worth)

I put some new batteries in it under recommedation from Liebert tech support. The problem: It will not power up. I hate to say this, but there was a little spark when I connected the power cables up to the battery packs. So, there is some juice in there someplace.

Anyone have another idea I can try? Preferrably something cheap or free to test at least. I don't want to keep sinking money into this thing if it is damaged beyond repair somehow.
 
There are a lot of things that could be wrong. The batteries probably aren't the problem though. That spark when connecting them is pretty normal.
 
I checked the fuses before buying batteries and they were fine, but I will check them again.

Knowing that the spark is relatively normal makes me feel a little better. It still isn't working yet, but I haven't had the time lately, been working on the car.

Anyone have a suggestion to start testing things?
