License plate search

I need the benefit of AT's collective knowledge. My friend's dad just had a breakin at his house and they got a partial license plate number of one of the hooligans cars. He and his daughter are fine. The guy just kicked the front door in, and my friend's dad chased him down the street. Of course the police did nothing but 'file a report'. He'd like to get the name and address of the owner. I've found searches that run for $45-$100 for partials in Texas, but does anybody know of a public interface to the DMV's database that these companies use? Or some other cheap way to do the search?
 
u can do a background search on it but your chances are bad. Othern plate did he get make and model of the car and also color?
 
I think they have make, model & color. They saw it drive by a few times afterwards.

FYI, I've found a site called publicdata.com They seem to have a lot of resources that they buy from the relevant state agencies. $10 a month or $25 a year for personal accounts. The only feedback I could find on them was a law discussion group and a geneology club, both had good things to say.
 
did he take anything?? if not you can't expect the police to do much more. and if you friend's dad does find him then what? he might go to jail for a little while then he's on the street and possibly looking for revenge.
