Two questions:
1) What are the dangers of someone having your licence plate?
2) Where do you report it to if its lost/stolen?

If your license plate is reported in a crime, the cops will be looking for you. You'll have to provide an alibi if they do. Are you prepared to do that for every second of your life?

Report to the police at their non-emergency number.

EDIT: in my state, you'll need a police report to get a replacement plate. That might not be the case in yours.
