li-ion battery not charging fully.

Its an UltraFire BRC 18650 (fat AA) and is supposed to run at 3.7 volts. No matter how long I leave it in the charger it only goes up to 2.7 volts, then stops.

Ideas?

Replace the battery. They die after a while.

Yep, battery is toast. It's either worn out from use, or got discharged too much. Lithium batteries won't recharge if they're drained below their nominal voltage of 3.3v.
