LGA775 cooler than 478?

I own a Pentium 4 3.0 GHz E (LGA775) and it runs quite cool (33/49) despite all the negative hype on Prescott's heat dissipation capabilities.
Some people also say a +12V@18A PSU must be used though my system perfectly runs on a +12@15A PSU (with a P4 ready sticker) which is the minimum recommended by the motherboard manufacturer.

Does LGA775 present any thermal improvements over 478?
Is +12V@18A really a demand? Or just a good safety measure?

My take,

It's not so much thermenal improvements as PWM circuitry improvements on LGA775 based board . Thats why only a few s478 mobos cut it, when overclocking HIGH (250+fsb) with prescotts ;)

As far as psu goes. running default you dont need so powerful psu....but if you overclock then you NEED it!

That's exactly what I thought. I'm not an overclocker, I'll keep this system on default clocks and buy a new one in about 3 years time.
