Oh, it's for new contracts only? Verizon won't let you activate a new phone if you didn't buy it from them?

The pricing given is for activation on a new contract.
If you have a pre-existing contract.. you won't fit the requirement.
Your best bet probably is to have someone else sign up for it. and take over their contract by doing a change of responsibility.

most providers allow you one $150 rebate on a phone every 18 months, so if you've had your phone for 18 months, you might be able to get this.
