I can see two very small blue dots on this monitor on a white screen. Is this a an grafics error and is my monitor defective?

Are there any experts who can help me on this?

Is that an LCD? LCDs are usually expected to have at least a few defective "dots", but I don't know the numbers on the latest expensive displays.
