I've tried printing test pages, running the cleaning cycle over and over. The meter for the printer software shows the there is 3/4 full blank and 1/3 on the color. Still, nothing at all prints when the paper feeds through. It goes through the motions like it's printing yet paper is blank. idea? help!

Could be dry ink? If you have not used it for several weeks or so the ink might be dried.

Solution? new ink cartridges? its my sisters printer and she likes the all in one fax, copy, printer aspect but no ink at all showing up on the page. Could be the cartrdges are hopelessly clogged?

yes get new ink cartridges and test if they are working or not. If they don't work you can return ink cartridges for refund and the printer need to be repair.

You can try cleaning them by soaking in Warm Water (just the part
where the ink flows out) for about 1/2 hr or so .. let them air dry
and then retry them. Cartridge nozzles do get clogged from non use.
And if the cartridge is too old, the foam inside dries out, which will
render the cartridge useless
