Yes, "emergency refugee" camps exist. And they seem to be more common near the border states with Mexico and Canada. They were authorized to be funded and built by the Hill a long time ago. The question should be not if they exist, but why? Is it in case of zombie attacks and deadly disease outbreaks, economic meltdown, natural disasters, some type of armed invasion and warfare or maybe some combination thereof? Who knows? But it's probably better to have them available for any possible use, than suddenly need them and not have them.
