Tax benefits? :p

Since the OP (who is a fellow Canadian) is an interesting guy I wasn't sure if it was regarding sex or marriage?

Depends on the situation and your age. By a certain point of your life you can tell what qualities you want and which ones you can not, nor do not want deal with. When I was much younger I dated a girl for 6 years and never really knew if I wanted to spend the rest of my life with her.. Currently I have been dating one for 6 months and knew almost right away, now it is just a matter of finding a nice ring.

IMHO, long term relationships need to have multiple layers in order to sustain themselves. In the past I had the great sex but not the great conversations. Or great conversations and lifestyle but crappy sex.. In the end, when you find someone that entertains you, makes you happy, is someone you can relate to and likes to have sex as much you, the decision will be a no brainer.

there is never a "right" time usually. You just will know.
We were dating for 3.5 years (living together for 3 of those years). He knew and i knew and so we did.
I would say wait at least 1.5 years depending on your age.

First time-dated full time for a year or so (dated a little off and on for five or six years before that). Engaged maybe 6 months before I broke it off.
Second time-dated 1 week before moving in together, lived together 5 months (knew each other for the previous 25 years and had tried to date for a year in high school many years prior to the wedding.) Never really "formally" engaged, just got married.

Why drink milk when you can eat it with cereal?

I don't think there is a general rule, you pop the question when you both are ready...

my gf and I have been dating for 9+ years, and we are still not engaged...

9 years? wow... you should really ask her!

Given that this is probably the only time you'll get a chance to get married, pop it now, but just before that make sure you have some rope and a tazer handy so she can't get away.

There's a waiting/dating period? I usually just go up to a girl "Hi, wanna get married?" :p

Wow, 9 years.... you're probably Commonlaw already, depending on your state. Here in WV, they recognise Commonlaw marriages, but it's illegal to live with somebody you're not legally married to....
