I think it does have to do with the centrality of the beats. Classical music doesn't make you want to tap your foot or dance or whatever.
 
Because it's a new form a music and it's seen as a rebellious style of music by older people, those are my guesses as to why it appeals to the younger crowd (the main listeners).

EDIT: It's also quite catchy IMO
 
Lets see....

-Rap has great beats to it. Notice that just about anyone from shady/aftermath records does well? Promotion is only part of it, its the Dre beat influence. People like beats.
-Inner-city people "connect" with the lyrics, suburbian people want to be like inner city people
-Its "cool" music that guys can listen to without being called gay
 
Rap succeeded because by the early 90s rock music had followed its metal and punk offshoots too far, lost its beat and swing, and people could no longer dance to it. Looking for new music to dance to, they found a growing form of rap, much of which was based off the funk music that was extremely popular in the clubs of the 70s, called "hip hop." It's that simple. Metal and punk is great for angst-filled teenagers but if you can't dance to it, you ain't gettin' laid.

in general rap has lost any subversiveness it once had, now it's about macho posturing, materialism, 'b1tches', etc. it's no longer a critique of the prevailing culture. therefore rap is now socially irrelevant, and just really boring.
