also a shame because GT2 apparently now has 40 EUs compared to 24 from the previous gen, so it could potentially be decent against the lower end discrete GPUs used in laptops,

Not really, Gen10 would have to be way more efficient to even come close to something like Raven Ridge in games. I haven't seen a Coffee Lake 4+3e review but even those would be substantially slower.

Can we infer anything from the package size about what inactive IGP is aboard 8121u?

We know 8121u has AVX512 and I think we can safely say it has inactive HD graphics from the screen shots we have seen.

No reason to think it's not just the 40 EU GPU, given the leak that confirmed the die size is 70 mm2. It doesn't have the second AVX-512 unit or the extra L2 so while there will be some bloat due to adding AVX-512 it shouldn't be too bad in terms of additional space.
