As long as the DVDs are legally owned by the person, it shouldn't be an issue.

The difference is that CDs don't have copy protection, and DVDs do (usually). The DMCA made it illegal to circumvent the copy protection.
Just download someone else's rips, it's much faster than ripping them yourself. That's what I did when I realized it was going to take me about a year just to rip my TV show DVDs. :Q
