Legal to make a copy of Windows install disc if you have original license?

Here's the question:

I have a PC for which I have the original Microsoft
Certificate of Authenticity + serial number for the
installed OS. I don't, however, have the original
OEM install disc.

Is it legal to make a copy of the corresponding
OS install disc and include that with the computer if
I sell it (assuming I also include the COA/key)?

Probably conflicts against M$'s strict EULA, but I wouldn't worry about it. I don't think the government will mind or M$ will audit you.

I would think it to be legal, I wouldn't worry about doing it unless you are doing it as a business practice with every PC you sell. It's kind of questionable weather it's legal or not. I'd do it though if I was selling my PC.
