If someone commits armed robbery (gun/knife/whatever), threatens you and your immediate family, and you shoot and kill them, are you legally bound to report it to the police? Or could you just dispose of the body and move on with life?
 
Not calling the police isn't illegal per se, but if they don't investigate it and later find out about it they'll probably charge you with some sort of coverup-related charge, or Obstruction.

So. effectively, yes it's illegal.

Gee. If they would charge you with something, might the ommision be illegal? Or do we charge people for crimes that don't exist?

It's not the fact that you didn't call that's illegal. It's more the fact that there might have been a crime (you murdering someone, maybe) and they weren't given opportunity to investigate.

But remember, I said MIGHT file charges.
