Legal Question: Can a packing store charge for pre-paid UPS packages

Story: I went to the local shipping store (not a "UPS store) to drop off two ebay packages. They were both still in retail boxes. When I walked in he asked if they were returns. When I told him they were sold on ebay he informed me that he would be charging for these in the future. I politely confronted him on this, asking if he wasn't required as a UPS pick-up site to take them. He said he wasn't. He explained he will charge $1.50 as store insurance per package. He qualified that by saying if I did other business at the store(copying, packing, etc) he would not charge.

Does anyone know what UPS policy is on this?

I'm not familiar with UPS policies, but I don't see why not, especially with the insurance explanation.

It's stupid, but you could just as easily called UPS to pick them up or dropped them off at a different store... or taken them to the local UPS shipping facility yourself. I don't think UPS is paying an independent store to be intermediary between you and them... I'm guessing the store insurance charge is the only money they make off of things being shipped via UPS... unless you purchase some of their insanely marked up packing materials.

Contact UPS and tell them Store XYZ at 123 Main st said... and see what they say.

But if its not a corp store then they probable can since they make no money taking your pre-labeled packages.

I don't know why they couldn't charge a fee to handle your packages. They aren't a UPS store, as you said.

Since it isn't a UPS store, I dunno. I know my UPS Store has never charged for a drop off though, as they shouldn't.

Of course it's legal. Why wouldn't it be? If you don't want to pay the charge, go elsewhere.

If you were paying for shipping there I'd understand it. I shipped once through a non-UPS pickup location, the way they do it is they ship it under their name and their insurance, and charge you for it, rather than use the UPS insurance, as they get a different deal on that. Plus, if there's an issue they pay you and then they deal with insurance rather than you dealing with UPS for it. Works nicely.

But if it's prepaid then all he does is toss it in the corner for the UPS guy to get later. Tell him to fuck right off and go somewhere else.

Well the thread title does question legality.
