Legal info regarding my new "underage" girlfriend?

hey all i know imma prob get flamed for this but I just want a little advice pls.

I just turned 20, new gf turns 15 in december. So technicaly shes underage by law - stupid imo but eh.

I dont wanna get into trouble so, wat i wanna know is what can we do safely? Obviously i can kiss her and ruffle her hair but i assume any touching of her "womans parts" are off limits.
What im not sure about is if anything concerning the butt counts - by law?

Also what if we were to go on holiday together to a place that has a age of censent at 14/15 - if we had sex while on holiday that is fine i assume - am i right in that? Or is it different coz im a USA citizen?
