left lane on non-highway (50mph speed limit): passing lane?

question: on a 3 lane divided road with a 50mph speed limit, is the left lane a passing lane? i mean, does the same courtesy apply as on a highway: left lane is the "fastest" lane, and you get out of the way for faster drivers?

keep in mind the left lane usually has u-turn access.

That doesn't really apply in that situation, though. If you're driving on a three lane city street, people are in the left or right lanes if they're anticipating a turn. If anything, the center lane would be the lane with the most consistent speed.
