LED fan similar to Panaflo L1A?

Are there any LED fans (preferably 4-LED) that are as quiet and perform as well as the L1A? I'm trying to remember, isn't the L1A is a good perfomer considering how quiet it is? So taking an LED fan that's, say 32 dB, and lowering it's speed to give 21 dB might not give the L1A's performance? Also lowering an LED's speed could make the LED's not work, correct?

Yes (thanks), they're 25dB. Closer to the L1A's 21dB, but still not close, since 3dB is double/half. Am I right that lowering the speed w/ a controller will make the LED's either dim or not work?
And the only UV fans w/ UV LED's I've seen are 32dB.

3db is not double/half. 3db is noticeable, 10db is double. You can turn down the voltage and the lights will dim appropriately.
