Learning a Language

What's the easiest and best way to learn a language? I took Spanish for 3 years in high school and by the end of it could probably get around ok in a Spanish-speaking country. But most of the class was just learning Spanish culture. I'm sure if we just learned to speak, write, and read Spanish we'd be pretty close to fluent? The problem is I've forgotten most of it because I never use it. At most, I use it for about a week over the summer at max.

I'd really like to pick Spanish back up fluently and then move onto some other Romance languages mainly France, but possibly Italian. Then some East Asian languages, etc. I've heard the easiet way is to just go live in a place where they only speak that language, which I plan on doing for some study abroads later in college. But how should I learn a language for now?
 
Go to Ecuador and study Spanish at a school for foreigners. My friend did that for about 3 months and now can do whatever he wants with Spanish. That's the only way to do it.
