A new build of DirectX 9.0b has apparently leaked, carrying a build number of 4.09.0000.0902. This release is the redistributable for Windows 98/ME/2K/XP/2003. This release includes the all of the DirectX 9.0b Developer runtime enhancements.

Note: This is a new runtime that has not yet been released externally. It includes security and performance updates only.
