Leadtek Video Card Question

I ordered a new leadtek 6600GT video card from Newegg last week. Is it normal for the video card to just be flopping around in the box? It was in the anti-static bag, but the bag was not closed. It wasn't secured in the box tightly. Should I be concerned about it possibly being defective?
The card isn't for me, so I don't want to hand it off and it not work.
