If you really want to spend $100 on a video card, get an ATI Radeon 9800 Pro from NewEgg. It's $100 refurb and about $120 for new, and will DRAMATICALLY outperform an FX5700LE. The LE is a HORRIBLY crippled version of the FX5700, which is significantly slower than the FX5700Ultra, and the 9800 Pro is significantly faster than the Ultra. Even a plain Radeon 9600 (or a GeForce 6600) would be less than $100 and still significantly faster than any variety of the FX5700 except possibly the Ultra...

Again, wrong in many ways. The only cards that will even begin to take advantage of 256MB of RAM are the GeForce 6800 and Radeon X800 series and higher. More than 128MB of RAM on slower cards is just marketing hype and won't do anything for you except make your wallet lighter. If you are looking for a budget card, DO NOT spend a premium price for extra RAM that will not help at all.

Now, to answer the original question, which version(s) of the ForceWare drivers have you tried? There have been some issues with video playback in Windows Media Player on the new 77.72 drivers, but the release notes for these drivers specifically state: "Support for GeForce 7800 GTX and GeForce 6200 AGP" and "Improved TurboCache? performance." While TurboCache (TD) cars are not at all ideal for serious gaming since they use shared system RAM, they do work quite well at a low price for normal business use and light gaming.
Run
Driver Cleaner on that PC to remove all traces of previous video card drivers from the machine, then install a new copy of the 77.72 ForceWare drivers to see what happens.
