lcd w/ built in tuner image quality

Is there a difference b/w an LCD monitor w/ built in TV tuner vs. my tv card to an ordinary LCD? image quality?

There may be but kinda depends on the quality of the VPU? used in the tuner. My solution for PIP HDTV etc on my secondary monitor which is a 19" Viewsonic LCD was to buy the viewsonic Nextvision N6 allowing me to do things LCD TV's cannot do.
