Because LCDs operate best at their native resolution. You don't want to make your native resolution so high that it makes things too small for the user, giving them headaches and making them blind. If you ran your 17" CRT @ 1600x1200, you'd have headaches and be blind; everything would be tiny.
So it's not that they don't have the technology to make a 1600x1200 LCD, it's that they know better.
