LCD/Vid Card refresh

have a dell 1907 LCD and an ATI x800xl PCI-e vid card. Sometimes when I boot up.....it boots to windows, and then it screen goes black for a second and then comes on. Kind of like it is trying to refresh or something. Not sure what it could be. Anyone with ideas? Thx.

Duh-ell 1907fp LCD
AMD 3500+
1 gig ram
ATI x800xl PCI-e 256mb
1-80gig SATA, 1-160 gig ide
 
I think ATI CCC blanks the screen for a second. It's more like a software issue than a hardware one. Do you use any refresh rate forcing programs? Do you have PowerStrip or color management software booting at startup?
