LCD TV

Need help from you guys and gals. Thinking about building SFF comp with LCD. The catch is, my friend also wants to have this lcd functions as stand alone TV. Is this possible? He doesn't want to have to turn on a comp just to watch tv. Will this product work well? Or does anyone has a better suggestion? Please jump in with suggestions, thank you.

if he can run windows at 640x480 resolution, i dont see y not.
