How do LCD size measurements work? Are they like CRTs where a 19" monitor could really mean 17.8" viewable, or is a 19" LCD measurement really 19" viewable?
 
LCD = entire diagonal viewable.

19" 5:4 LCD = 376 x 301 mm

19" CRT = ca. 360 x 270 mm (max scan)

21-22" CRT (20" viewable) = ca. 400 x 300 mm (max scan)

20" 4:3 LCD = 408 x 306 mm

20" 16:10 LCD = 433 x 271 mm
 
darxoul: hope you had to look those up and didnt have them memorized ;-)

OP: yes, LCDs are measured by the actual LCD portion, since that's how they're manufactored.

The reason why CRTs have a viewable area is because the tube actually is 19", but the curved part gets covered up by the screen bezel, plus nothing is displayed in that part.

LCD's are perfectly flat so 19" is 19".
