LCD screen dimming out on and off?

I have an evga gtx 260 and 24" samsung LCD.

on certain websites(hardforum and a few others) the screen dim quite a bit for some reason. It does it every time I log in hardforums. The second it loads the page it goes away. Also noticed it doing it on some areas in bad company 2. i've tried 2 different sets of drivers. It's pretty annoying but I have no idea what is causing it.

win 7 64-bit FWIW. If any more info is needed LMK.
 
Dimming LCD's make me think about dynamic contrast. See your monitor input panel and check if there's settings related to that.

I have a Samsung (syncmaster 2443bw) and if you go into the monitor OSD menu and check the contrast/brightness section, then check what the Magicbright setting is. If it's Dynamic Contrast, then that's your issue. (I assume it should be similar on your monitor)
 
Another vote for dynamic contrast... Hardocp uses a pretty dark site, no doubt the backlights are dimming to make the blacks more true.
