LCD Not Clear at Times

So here is my problem.. I have a Microtek C893 17". Most of the time the monitor is CRYSTAL clear, but for some reason. When i turn it on, after say waking up the images are "Staticy". Like you can tell it is the Monitor. It kinda looks like little green dots around everything. ALl over the screen. Some more viewable that other. It is like when you have bad TV reception and the "Black and White dots" are everywhere. Any ideas?

This is about as much as i can describe it.

You say when you turn it on... If it has been off for a long period of time it could be just warming up...

hmm... Possibly bad monitor?

Anything magnetic near by? Could be pulling on your screen..
 
It cant be, because it work sometimes.. and sometimes it doesnt. So i dunno. 🙁 Its actually my bro's LCD. SO i will just bring my CRT back in from the garage. 😉
