LCD monitor in power save mode at system bootup

I put an AGP AIW Radeon in my brother's PC to use with a Dell 17" LCD via DVI.
When powering up the monitor is asleep in power save mode requesting you to activate it via the PC.
The only way to respond is by powering down and trying again. Sometimes it works other times not.

The set up worked fine before using the DVI video card.

Any help?

could be a weird conflict....

AGP slot and PCI slot 1 share the same set of IRQs...is there something in pci slot one that you could move to another slot?
