LCD monitor distorted / Vertical Lines through it

I have a 19" BenQ that was recommended in the LCD thread a year or so ago for fast gaming. Mine has vertical lines through it and it's all distorted. It even does it on bios screen. I've already had this crappy monitor in for warranty for not turning back on and power issues. I believe it's out of warranty now. I have a feeling if I call them it will be like $100 in repair and 50 shipping back and forth. When I can get a brand new Acer or ASUS 22" monitor for $200.

I think the best way to describe it is grey lines all the way through with some distortion things are not lined up correctly.

Is it borked beyond a simple fix?
 
It happens on all resolutions and refresh rates. It's my secondary monitor. I swapped the DVI cable with my primary and slot on my 8800gts and it still does it. So I'm positive it's the monitor. It even does it over the "signal not detected" box when I don't even have the DVI cable hooked into it. I got another tip that it's toasted and time to move on since repair is expensive unless theres a DIY solution.
