LCD compatibility with video card?

I've been using 19" CRT with GF4 ti4200 and just switched to 17" LCD (purchased used locally). As soon as I pulgged in LCD (by the way, it's CTX cheapo monitor), I noticed blurry shadow thingy around the text or the lines. I tried to change resolution, frequency, etc but no good.
out of disappointment, I plugged the LCD in my laptop but it was all good.
Now I tried with different desktop (GFFX 5200) and it's all good as well.

Is my videocard not compatible with this LCD? or am I missing something?

I tried to change all possible refresh frequency, 60, 65, 70, 75. All no go.
it's not blur per say, it's like shadow. but not just one, many layers of them.
