Hello, I kind of hate to even post this but here goes. I think I have my choices down to these three monitors.

Samsung

I have a 6800 gt ultra vid 256mb card. The only gaming I do is rfactor racing.

Anyone have a suggestion on which one would be the better of the three for generel use and the little gaming I do ??

The LCD K3N posted is an 8-bit P-MVA, which is indeed better than those you have listed in the OP (6-bit TNs).

I'd recommend going with this Acer AL2051W, however. Basically the same as the Sceptre except with a less annoying logo (Sceptre logo glows bright blue AFAIK). Doesn't have HDCP though so it's a toss-up. The Acer has a glossy screen (contrast-enhancing though also reflection-exaggerating) while the Sceptre has a regular hard matte finish.

So the fact that the monitor says that the native and recomended resolution is higher than my vid card will go , does that make a bid difference if I run it at a lower res ?

It will look bad at a lower than native resolution. Your video card will probably do 1680x1050 fine, with some tweaking using Powerstrip or something.

Your card will have no problems running at 1680 x 1050 for deaktop usage - shouldn't need any special tweaks. It won't be able to handle gaming at that resolution for most games, but you can always just lower the resolution. The pixels are small on a 20" LCD, so it will scale pretty well (for games).
