Lawyer Help needed about Medical Records

ok, I had a doctor that turned out to be a quack. Gives EVERYONE asthma treatments even if they make you feel worse. I quit going but now they refuse to release my records back to me unless I pay them duplication or transfer fees.

I was under the impression that they were MY records, how can they hold them and/or charge me for them especially if I gave them the records only 2 years ago. I only visited this doctor like 3 times total.
 
You have the legal right to request records, however they have the legal right to charge you a processing fee. It's written into HIPAA.
